Florida Governor Rick Scott Names Former CIGNA Executive Jack Miles as Florida Department of Management Services

Governor Rick Scott Hires Nationally-Recognized
Cost-Cutting Contract and Procurement Specialist to Transform DMS

 

Tallahassee, Fla. Delivering on the promise to appoint a DMS Secretary who would reduce costs, produce quantifiable returns on investments and measure performance to serve as the state’s chief sourcing officer, Governor Scott today named Jack Miles as the Secretary of the Department of Management Services. 

 

Miles most recently served as a senior director at CIGNA, where he oversaw sourcing, supplier and contract management across the entire enterprise. Miles is a recognized sourcing and supply chain leader with over 30 years experience successfully transforming sourcing and corporate services organizations in leading North American firms.

 

At CIGNA, Miles established a record of cost-cutting, which resulted in savings in excess of $80 million over a twenty month period. In a previous role as Vice President of Global Procurement at CA (formerly Computer Associates), Miles implemented a portfolio model and regional plan to reposition procurement into a global organization. His focus on product quality, business requirements, and spend aggregation resulted in savings of $18 million in year one and $32 million in savings in year two. Miles previously served as the Chief Procurement Office for American International Group, where he oversaw a consolidation and restructuring of the company’s global sourcing, with an estimated spend of over $5.1 billion. His record of improving efficiency continued during his time as Senior Vice President and Chief Procurement Officer for Canadian Imperial Bank of Commerce, where Miles created new acquirement procedures and systems that saved the company tens of millions of dollars.

 

“State government has to learn to live within its means, and Jack Miles will make sure that our state spends taxpayer dollars more wisely as we tighten the belt across the entire government,” Governor Scott stated.

 

Governor Scott said that Miles will immediately start reviewing contracts to determine where the state could reduce costs and increase efficiency.
