Insurance Regulatory Consultant

Former Florida Office of Insurance Regulation (OIR) Financial Analyst Jeff Rainey joined Colodny Fass in its Tallahassee office in June 2016. 

Mr. Rainey, a non-attorney consultant who started at the OIR in 2006, most recently held the title of Supervisor in the agency’s Company Admissions unit, where he oversaw the processing of applications for permits, certificates of authority, and acquisitions among all types of entities regulated by the OIR’s Property and Casualty Financial Oversight unit.

“Jeff’s highly specialized experience analyzing complex mergers, acquisitions, demutualizations, conversions and new company formations of property and casualty and specialty insurers is uniquely suited to the core insurance regulatory services of our Firm,” said Wes Strickland, who Chairs Colodny Fass’Insurance Regulatory and Transactions Practice Group. “The knowledge he has gained as a regulator will immediately enhance our ability to provide superior service to our clients as they expand, both within and outside of Florida, and engage in mergers, acquisitions and other strategic transactions.”

Mr. Rainey is part of Colodny Fass‘ national insurance regulatory practice, which is also home to former OIR Director of Property and Casualty Financial Oversight Claude Mueller.

While at the OIR, Mr. Rainey was also responsible for providing technical evaluations of reinsurance treaties, reviewing complex financial statements and providing technical evaluations of insurer operations. His efforts to streamline and upgrade OIR technology earned him an Individual Certificate of Commendation in the 2011 Prudential Davis Productivity Awards Program.

He initially joined the OIR as a Management Review Specialist in the agency’s Market Research and Technology Unit, where he consulted on all information technology related electronic filing systems. During that time, he re-engineered the OIR’s Quarterly Annual Supplemental Reporting System (QUASR) and developed a catastrophe data collection module that was sent to all 50 states as an interim solution.

cum laude graduate of Florida State University with a degree in Management Information Systems, Mr. Rainey held computer programming and related positions for the Florida Department of Law Enforcement and Smartronix prior to working at the OIR.
