Chairman Bruce Douglas called the meeting to order with the following Board members in attendance: Andy Bennett, Richard DeChene, Carol Everhart, Gloria Fletcher, Earl Horton and Allen Katz.

According to the KPMG representative, the report indicates Citizens operations model is becoming simpler, and its workforce is dedicated to continuing to move in the “right direction” with regard to customer service.

An annual retreat was proposed for Board members and senior management staff to brainstorm ideas and give feedback on progress.

The Board decided to postpone reviewing the revised investment guidelines until its next meeting, which is scheduled for March 13, 2008.
