Board of Employee Leasing Companies Meeting Report: March 18

On Wednesday, March 18, 2009, the Board of Employee Leasing Companies (“Board”) met to consider employee leasing company applications, change of ownership applications and controlling person relinquishments.

The following employee leasing company and controlling persons applications were granted continuances and will be considered during the April 2009 Board meeting:

  • Bobby Newman, Hr, Inc. – Controlling person application
  • Charles P. Howard and Charles J. Howard, Howard Leasing II, LLC – Controlling person applications
  • Howard Leasing, Inc. – Employee leasing company application

The change of ownership application for Professional Payroll Solutions, Inc. was approved by the Board. 

The controlling person relinquishment of William D. Spruce, Aequicap Employer Services, Inc., EPS I-III, Inc. was approved by the Board.

Employee leasing company and controlling person applications that previously had been found deficient, and whose allotted application approval time have expired, were considered:

  • Global Employment Services, Inc. – Employee leasing company application
  • Select PEO, Inc. d.b.a. Select Staffing – Employee leasing company application
  • Jackie G. Grimes – Controlling person application
  • Jeff Mitchell – Controlling person application
  • George F. Touart – Controlling person application

The Board determined that, in an effort to support Florida Governor Charlie Crist’s initiatives to encourage new businesses in the state, continuances would be granted for these deficient applications.  The applications next will be heard during the Board’s April 2009 meeting.  If continuances would not have been granted, the companies/persons would have had to wait one year before re-applying for licensure. 

The A deficient employee leasing company application for Health Career Agents, Inc.   A deficient controlling person application for Brian Marchant-Calsyn was also withdrawn.

The A deficient employee leasing company application for Personet, LLC was denied.  It was determined that previously-supplied financial statements were inadequate, and that according to the information supplied, Personet, LLC does not meet the financial requirements for licensure. 

The deficient controlling person application of Vincent Licata was determined to be incomplete and was denied.

The meeting was then adjourned.
