Board of Employee Leasing Companies Meeting Report: February 18

On Wednesday, February 18, 2009, the Board of Employee Leasing Companies (“Board”) held a meeting to consider employee leasing company applications and controlling person relinquishments.

The Board adopted a Waiver of Rights for Rene M. Valverde.  During discussion, Board members mentioned levying a fine against Ms. Valverde and revoking her license in addition to the Waiver.

The following controlling person applications were considered:

  • Paul Glen Dunn, Arbor PEO, Inc.–The Board tabled discussion of this application, although some members expressed concern about the company’s leadership, stating they would feel more comfortable if both the Chief Executive Officer and Vice President were named as controlling persons.  The continuation also will allow time for the company to secure workers’ compensation insurance coverage.
  • Kristie Knueve, CAS Resources, Inc.-The Board tabled discussion of this application.  Ms. Knueve was not present at the meeting.
  • Mark G. Matarazzo, Smart Payroll Solutions, LLC, Smart Payroll Solutions II, LLC, and Smart Payroll Solutions III, LLC –The Board approved Mr. Matarazzo’s application to act as controlling person of these entities

The Controlling Person relinquishment of Deborah Thomas, Worklife Financial of Florida, LLC was approved by the Board. 

The Florida Department of Business and Professional Regulation (“Department”) will no longer offer in-house fingerprinting for its applications.   Instead, fingerprinting now will be conducted by an outside vendor.  The $43.25 fingerprinting fee previously charged by the Department will be removed from the application.  The Board approved the amended application fee of $106.75.

The Board also elected Marjorie Seltzer as its new Chairperson and Abram Finkelstein as its new Vice-Chairperson.

The meeting was then adjourned.
