Florida Division of Insurance Agent and Agency Services Schedules January 11 Rule Workshop on New Continuing Education Requirements

The Florida Division of Insurance Agent and Agency Services has scheduled a Rule Development Workshop on January 11, 2013 to review proposed amendments to Rules 69B-228.180 and 69B-228.220, F.A.C., which relate to continuing education requirements for insurance and bail bond agents, claims adjusters and related educators.

Intended to implement 2012 amendments to 626.2815, F.S., the proposed Rules would require most licensees to complete a five-hour license-specific update course every two years, effective October 1, 2014. Since all licensees have 24 months to complete their continuing education requirements, the new law will affect those licensees who began their continuing education cycle on November 1, 2012 and will complete the cycle in October, 2014.

The proposed Rules also will allow continuing education providers to develop and implement appropriate course materials.  Course components include insurance law updates, premium discounts, ethics, disciplinary trends, industry trends, suitability of insurance products and other similar insurance-related topics that are determined to be relevant to legally and ethically carrying out the responsibilities of the license granted.

The law requires multiple insurance licensees to complete an update course that is specific to at least one of the licenses held.

If requested within the appropriate time period, the January 11 Workshop will begin at 10:00 a.m. in Room 142 of the J. Edwin Larson Building, 200 E. Gaines Street, Tallahassee, FL 32399.

PURPOSE AND EFFECT: The purpose of the proposed amendments is to implement changes made by Chapter 2012-209, Laws of Florida, to Section 626.2815, F.S. Effective October 1, 2014, licensees will be required to complete a 5-hour update course every 2 years which is specific to the license held by the licensee and cover insurance law updates, premium discounts, ethics, disciplinary trends, industry trends, and suitability of insurance products. Since all licensees have 24 months to complete their continuing education requirements, the new law will affect those licensees who began their continuing education cycle on November 1, 2012 and will complete the cycle in October, 2014. The proposed rule amendments will allow continuing education providers to develop appropriate course materials, submit them for approval by the Department, and then offer the courses to licensees.
