Nevada Insurance Commissioner Scott Kipper Announces Leadership Appointments at Nevada Division of Insurance

Nevada Insurance Commissioner Scott J. Kipper announced today, February 26, 2015, that Nicole Lamboley has been named Chief Deputy Commissioner of Insurance at the Nevada Division of Insurance (“NDI”).  Ms. Lamboley, who joined the NDI on January 27, is based in the agency’s Carson City office.

Ms. Lamboley comes to the NDI with nearly two decades of Nevada government experience.  Her prior positions included serving as Chief Deputy Secretary of State under Nevada Secretary of State Ross Miller; Legislative Relations Manager for the City of Reno, and Deputy Chief of Staff for Nevada Governor Bob Miller.

She is an alumnus of the University of Notre Dame and Georgetown University.

“In the first month she has been with us, Ms. Lamboley has dived head-first into budgetary, policy and legislative issues,” said Commissioner Kipper.  “I am very pleased that she has agreed to become a part of our team.”

Earl McDowell, who manages the Division’s Las Vegas office, was named as Deputy Commissioner of Consumer Services and Enforcement on February 17.

He previously served as Deputy Administrator of the Nevada Department of Employment, Training and Rehabilitation for the last seven years.  He also has 11 years of management experience within the insurance industry.

Mr. McDowell is an alumnus of Pepperdine University; University of California, Los Angeles and Arizona State University.  He previously served as a Captain in the U.S. Army.

“I am pleased that Mr. McDowell has joined the Division of Insurance to head our Consumer Services Section,” said Commissioner Kipper.  “His experience as a public servant and in the insurance industry will be a great asset to the Division as he leads its consumer protection efforts

The NDI’s Consumer Services and Enforcement Section (“Section”) handles all requests for insurance assistance from the public and strives to help consumers understand their policies, as well as answer any questions they might have about insurance in general.   Through this Section, consumers can also file formal complaints against insurance companies and agents, with the Section acting as a liaison to resolve the problem.  The NDI noted in its announcement today that the Section recovered $4 million from insurers on behalf of Nevadans in 2012.
