Pursuant to Idaho law relating to motor vehicle financial responsibility, the Idaho Transportation Department (“ITD”) is in process of establishing an Online Insurance Verification System (“OIVS”) to verify motor vehicle insurance coverage.

To create the OIVS, the ITD is asking insurance carriers that write personal auto insurance policies in Idaho to provide certain information, which it will then match with its current driver registration records.

The ITD related that, during stakeholder meetings held on the project, the insurance industry representatives’ overwhelming consensus was that OIVS should communicate insurance information in “real time.”

“Our system design will do exactly that,” Idaho Acting Insurance Director Thomas Donovan said in his notice to auto insurance carriers yesterday, February 24, 2015.  “It provides for direct inquiry and response between the Transportation Department and insurance carriers, and accomplishes this through Web services using the standards set forth by the Insurance Industry Committee on Motor Vehicle Administration.”

The Idaho Insurance Department is asking insurers to review the attached document and be prepared to send the requested data sometime during May 2015.  Regulators are also seeking insurers for an initial OIVS test group.

The release of an OIVS user guide is scheduled for early March 2015.
