Florida Insurance Scam Leads to Arrest of “America’s Most Wanted” Fugitive

The routine investigation of a suspicious homeowners’ insurance claim led to the arrest of a federal fugitive who has been wanted for almost 30 years on multiple counts of child molestation and incest.
The U.S. Marshal’s Service arrested Charles Leon Parker, 69, a fugitive since 1983 and an alleged sexual predator wanted in Douglas County, Ga. for three counts of child molestation and two counts of incest. Parker’s case was aired on the “America’s Most Wanted” television show in March 2006.
The Florida Dept. of Financial Services’ Division of Insurance Fraud has also filed additional second-degree felony insurance fraud charges against Parker and his wife, Roseann Healan.
Parker’s arrest came as investigators from the Division of Insurance Fraud were attempting to question Healan about a contested home fire claim the couple had filed in 2009 with Gulfstream Insurance Co.
Parker, going under the alias R.M. Healan, arrived home as detectives approached his residence and the Madison County Sheriff’s Office conducted a routine vehicle stop. When he was unable to provide proper identification, he was arrested for driving without a license. A fingerprint check later revealed his true identity.
Healan and Parker had filed a claim in 2009 with Gulfstream related to an accidental residential fire in their home. Coverage on the property was $115,000, although Healan later admitted paying only $50,000 for the house. In her claims filing, Healan provided notice of a $184,000 loss related to the fire.
Although claims investigators found the fire origins to be legitimate, later testimony by the couple proved them to be “uncooperative and untruthful,” according to the arrest warrant. The claim was denied in February of this year due to misrepresentation and false statements.
