DFS Rule Development: Insurance Representative Pre-Licensing Education

The Florida Department of Financial Services (“DFS”), Division of Agent and Agency Services has issued a Notice of Proposed Rule Development concerning Rule Chapter 69B-211, Florida Administrative Code, relating to pre-licensing education for insurance representatives. A copy of the Notice and proposed Rule(s) text is attached for your review.

  • 69B-211.230: Fees
  • 69B-211.240: Facilities
  • 69B-211.250: Advertising
  • 69B-211.260: Study Aids
  • 69B-211.270: Prohibited Practices (repealed)
  • 69B-211.280: Falsification of Reports (repealed)
  • 69B-211.290: Submission of Forms through the Education Database
  • 69B-211.300: Transition Time in the Event of Rule Changes
  • 69B-211.310: Grounds for disapproval or suspension or revocation of approval of a provider, school official, or instructor; other penalties Penalties

The proposed Rules would establish required procedures for submitting documentation through the DFS online Education Database, which can be accessed at www.myfloridacfo.com.

Among the changes requested by the proposed Rules are:

  • Changing the term “entities” to “providers”
  • Clarification of certain requirements for providers, instructors, school officials, and students of classroom and correspondence (including online) pre-licensing courses
  • Addition of requirements for mediation training for motor vehicle insurance claims, property insurance claims, or to act as a neutral evaluator of sinkhole insurance claims
