Cabinet Meeting

Florida Governor Charlie Crist and the Cabinet (“Cabinet”) will meet on Tuesday, September 15 at 9:00 a.m. in the Cabinet Meeting Room, Lower Level, The Capitol, Tallahassee.  Insurance-related agenda items include:

  • Follow-up discussion on the property insurance presentation given by Insurance Commissioner Kevin McCarty during the August 11 Cabinet meeting.  To view Commissioner McCarty’s report, click here.
  • The Trustees of the State Board of Administration will meet to appoint an actuary to the Florida Hurricane Catastrophe Fund Advisory Council.

OIR Rule Hearing

The Florida DFS, Office of Insurance Regulation (“OIR”) has scheduled the following hearing regarding proposed Rules for insurer reporting requirements and financial examinations (click on the hyperlinks below to access the complete Rule text and other information):

  • 69O-137.001: Annual and Quarterly Reporting Requirements

This Rule is being amended to adopt the 2009 NAIC Quarterly Statement Instructions and the 2009 NAIC Accounting Practices and Procedures Manual.  Florida law requires insurers to file quarterly and annual financial reports with the OIR.  The proposed Rule would ensure that all reports are in a standard format that provides the information needed to evaluate an insurer’s financial condition.  In addition, by adopting the 2009 versions of the manuals, the OIR is negating any potential challenges by insurers regarding the use of manuals that have not been formally adopted.

  • 69O-138.001: NAIC Financial Condition Examiners Handbook Adopted

This Rule is being amended to adopt the 2009 NAIC Financial Condition Examiners Handbook. The current Rule adopted the 2008 version.  Florida law requires the OIR to examine an insurer’s financial condition using generally accepted accounting procedures.  By adopting the newest version of the Handbook, the proposed Rule would help ensure that the OIR procedures used to examine insurers are based upon the current generally accepted accounting practices.

Florida Commission on Hurricane Loss Projection Methodology Meetings

The Florida Commission on Hurricane Loss Projection Methodology (“FCHLPM”) will meet from 9:00 a.m. through 5:00 p.m. on Tuesday, September 15, Wednesday, September 16, and Thursday, September 17, in the Hermitage Centre Conference Room, Hermitage Centre, 1801 Hermitage Boulevard, Tallahassee.  The call-in number for this meeting is:  888.808.6959; conference code:  4765251363. 

On September 17, the FCHLPM Windstorm Committee is scheduled to hold the second in a series of hearings on the implementation of windstorm mitigation discounts, credits, other rate differentials and appropriate reductions in insurance deductibles.
