Additional Changes to Proposed Home Inspector Rule Would Delete Hurricane Mitigation Continuing Education Requirements

Additional changes have been proposed to continuing education requirements for Florida home inspectors, among other revisions to 61-30, F.A.C., a new rule chapter intended to implement regulations addressing the licensing and regulation of home inspectors in Florida under Section 468.83, F.S. 

Rulemaking on the statute was initiated by the Florida Department of Business and Professional Regulation in 2010 and resumed in January 2013, followed by a public hearing in March. 

Among the additional changes promulgated today, April 29, 2013, are the deletion of continuing education requirements for hurricane mitigation training and compliance with the Uniform Mitigation Inspection Verification Form-also known by the insurance industry as Form OIR-B1-1802.  This requirement is contained within proposed Rule 61-30.402, entitled “Continuing Education Requirements for Biennial Renewal,” the entirety of which is deleted under the additional proposed changes.

Home inspectors licensed under s. 468.8314, F.S. who have completed approved hurricane mitigation training are among the types of building industry professionals authorized to sign the Uniform Mitigation Inspection Verification Form that insurers must accept as valid according to s. 627.711, F.S., which relates to notice of premium discounts for hurricane loss mitigation.
